PESHAWAR: The Khyber Pakhtunkhwa government has approved promotion policy for school teachers, which would benefit over 112,000 teachers across the province. The policy entails total financial implications of Rs1.1 billion and will be effective from July 1, 2012.
Besides, the government has decided to spend 4 per cent of the GDP on promotion of education from the upcoming financial year.Under the policy, primary school teachers will be promoted from existing posts to BPS-12; CT, AT, TT, DM and PET to BPS-15 and Qari/Qaria to BPS-12, while subject specialists will be given BPS-17 and they could get promotion up to BPS-20.Chief Minister Ameer Haider Khan Hoti made these announcements during a teachers’ convention held at the CM House here on Wednesday, says a handout.
Under the policy, primary school teachers will be upgraded from existing posts to BPS-12, while one PST post in each primary school is to be upgraded to BPS-15 and re-designated as primary school head teacher (PSHT). This post will be filled through promotion on merit subject to seniority and minimum qualification required for the post of PST as per service rules.
Middle and high school teachers (ICTs) would get promotion from existing posts to BPS-15, while one-third of the total teachers would be promoted to BPS-16. All the Arabic teachers would be promoted from the existing posts to BPS-15 and one-third of the total posts are to be upgraded to BPS-16. All the TTS posts are to be upgraded to BPS-15, while one-third of such teachers would be promoted to BPS-16.
The drawing masters would get promotion from the existing posts to BPS-15, while one-third of them would get BPS-16. All the existing PET posts have been up-graded to BPS-15 and one-third of the total to BPS-16. All the existing posts of Qari and Qaria have been upgraded to BPS-12 with one-third of such teachers getting BPS-15.Besides, teachers of all these cadres along with primary teachers would be appointed under the upgraded scales in future.Speaking on the occasion, the chief minister said that the present government had fulfilled the promise it made with the teachers’ community. He hoped that teachers would discharge their duties with mental peace and professional zeal.
He said that duties and rights were inter-related and asked the teachers to play their due role in promotion of education. He also said that the government would fulfill all just needs of the teachers.Mr Hoti said that they had decided to spend 4 percent of GDP on extending primary, secondary, higher and technical education to every part of the province. He said that ‘Stori Da Pakhtunkhwa’ programme had been implemented to award scholarships of Rs10,000 and Rs15,000 to talented students, while financial relief was being given to students enrolled to private schools in far-flung areas where there were no government schools.
The chief minister said that initially 100 schools had been selected for this purpose. He added that conditional grants would be offered to schools in D.I. Khan and Buner on the basis of performance. He said that facilities would be provided to schools through parents-teachers Council (PTCs).Provincial Education Minister Sardar Hussain Babak and chairman consultative council Islamuddin also spoke on the convention. Senior minister Bashir Bilour, provincial ministers Mian Iftikhar Hussain, Mohammad Hamayun Khan and Arbab Mohammad Ayub, MPAs Mukhtiar Ahmad, Saqibullah Chamkani, Aurangzeb Khan, Alamgir Khalil and Shagufta Malik, secretary education, secretary finance, office-bearer of Teachers Association and a large number of teachers were present on the occasion. – Nation
